How Harris County is proving economic strength and environmental protection can go hand in hand

When 1,100 acres of former ExxonMobil land came up for sale, Garcia saw a rare opportunity—not for development, but for preservation.
Instead of becoming housing or commercial property, the land is now part of the Armand Bayou Conservation Project, expanding one of the largest urban wilderness preserves in Texas. The effort not only protects vital wetlands and wildlife habitats, but also strengthens flood mitigation in a region frequently impacted by severe storms.
Garcia calls the project a “win-win,” preserving natural beauty while safeguarding surrounding communities. The expanded preserve—home to hundreds of bird species, wetlands, and native wildlife—now stands as a model for how unlikely partnerships can deliver real results.
“The environment is non-negotiable,” Garcia says. “But you can still support industry and jobs—you can do both.”
A former Houston police officer turned public servant, Garcia brings a pragmatic approach to governance—focused on results, safety, and quality of life. That mindset has guided not only the conservation project, but also broader initiatives around public safety, environmental monitoring, and inclusive community spaces.
At its core, Garcia says, good government is about impact. “Make sure it enhances people’s lives, keeps them safer, healthier, and creates jobs,” he explains.
